It sounds, to me, like the mamma cat doesn't like the location where the kittens are now and she's trying to find a new place to keep them.

Where were they originally located?
If it was in a busy location where people frequently pass by or if humans constantly barge in to see the kittens, this might simply be the mother's way of saying, "Buzz off and leave me alone!" To be fair, it could be any of a hundred reasons... too warm, too cold, too breezy, not enough air, not hidden well enough, etc., etc...

Try to find out whether she's moving the whole family or just one kitten. Just keep in mind that she might move one kitten at a time and it will take a while for her to get all three together again. She might still be trying different places and she doesn't want to move the whole fam damily until she has made up her mind.

I suggest keeping an eye on her but stay at arms length until you know what the mamma cat is up to.
