I really sympathise with you over the whole dilemma and of course the terrible fact of losing the kitten. I only recently moved here to France after ten years in Sarajevo, and I know very well that most people in the region do not normally spay or neuter their cats. It took me a long time before I could persuade a few friends that it was for the best. But maybe after your experience, you can use it for good to try and let people know what they should do. I got a vet on my side who agreed to do discount spaying and neutering for me and any people I sent to him. He was based at the University Veterinary school and was such a support. If you possibly can, try to find someone like that and start a campaign - most people just don't think, and then complain about the numbers of feral cats wandering the streets.
