Jack is nursing on Roxy... our dog

I'm not really sure if I need to be concerned about this, but Jack, he's... wow, about 2-3 months old now... is nursing on our dog. Roxy, our dog, let's him, and he just kneads away, and Roxy just eventually get's tired of it and moves, or goes to sleep, and so does Jack. I thought about buying some bitter apple spray, but I'm afraid it might discourage Roxy from bathing herself eventually. I can't help but think it's cute...
Should we attempt to discourage this behavior, or just let it work itself out?

We had the same thing with our dog Rex (yes, a male dog) and a couple of kittens who we were bottle feeding. When they were able to get out of the box, he was their babysitter and "pacifier". He didn't seem to mind and would get up and move when he had enough.
