Help with a neighbours cat

hi, i was just wondering if leashing your cat outside was considered animal cruelty?(over 12 hours a day) i dont do this, but a neighbour of mine does, and im considering calling the humane society.

I've put cats out on a tie out in the past, but certainly not for those lengths of time. They always had water and a place to lay in the shade, besides access to the cat house available.

There could be a lot of circumstances you aren't aware of. Perhaps you could talk to the neighbor about it and see if there is any way you could assist?

I find it extremely dangerous for a cat to be left outside on a leash, unsupervised for 12 hours at a time! The first course of action may be to speak to your neighbor if you're comfortable with this, otherwise, I feel authorities should be notified. This isn't fair one bit for this kitty!
