the kittens are 9 days old and one kitten has his eyes almost open but 2 kittens have only one eye fully open and the other shut. is this ok?

Sure. They open one at a time sometimes. I'd only worry if there's gunk around the kitten's eyes, or if the eye stays closed for more than a day after this.
Doesn't hurt to give the vet a call, anyway, if you've got a bad feeling.
