Oh my - euw, consider me educated, and thank you for the link. vi04, obviously, I have no idea why this would occur - I'd suggest you take the cat to a vet ASAP.

There are a number of old wives remedies (Gold Bond, Listerine, witch hazel) but most include removing hair from the area and keeping it dry. Air circulation is paramount.
