I am fostering a mother cat of only two kittens rescued from a shelter. The mom loves to be pet, but then will suddenly strike and scratch. She does this even when I walk by and am not touching her. She growls and paces a lot too. She's not feral ... also I can't afford the non-aggression spray feliway... I'm a little frustrated because she also won't tolerate me trying to pet her kittens. So any suggestions?

You know...another of our posters has had a situation that is along your lines, perhaps some of what she tried will work for you:

I fostered a momma cat who was just like that. She didn't mind if we pet her kittens but she would attack when you walked into the room. She really didn't like my boys. She wouldn't always attack when you came in, sometimes she would go crazy when you left and attack your legs or jump and get your hands. She even slapped me once while I was sleeping
I started walking into the room with my head high and made no eye contact (like she was a dog
) and it worked most of the time. I have no idea what would cause her to be so crazy one minute and fine the next.
