I noticed that my foster got a bit "stressed" once her kittens started to move about....obviously she is trying to keep an eye on them and keep them safe. The other thing to consider is she also could be going into heat.

At two to three weeks old, the babies are beginning to stretch their little developing muscles and moving around a lot more. Momma will try to keep them all very close to the nest at this time and if she is having problems with that, she can become extremely stressed out. It is best to keep both Momma and babies confined to a smaller space, such as a large dog crate or even a very small bathroom in order to restrict the movements of the kittens a little more and to provide Momma a little comfort - it is easier for her to keep track of them in a smaller space.

As Katie has mentioned, she could also be coming back into estrus. If you haven't already, now would be a good time to discuss making an appointment with your vet to spay your girl when the babies are about 8 to 10 weeks old.
