weird neighbor

okay this is kinda freaking me out.... I live in a trailer park, no jokes please
, and I have this VERY elderly neighbor that lives a few doors up and now that the weather is nice he is coming out, riding up and down the sidewalk on his scooter. The problem is that he has a little chihauhau that rides along with him, and my dog just happens to detest this little guy so everytime he passes by my house, Vino goes nutso
now the real issue is that this guy has some sort of fascination with me
so he will occassionally stop at the end of driveway, maybe I don't know, hoping that I'll come out
and this causes Vino to REALLY get riled up. There was also one incident last year that I was sitting out on my front stairs in a tank top and shorts pajama set talking on the phone, don't get very good cell phone reception inside the tin can
and this guy stopped at the end of my driveway and stared at me for almost an hour
I finally got off the phone and went inside and he drove his little scooter up my driveway and stopped in front of my open front door- I hid in the back of the house til he left
he also did the same thing while I was vaccuuming out my car one time. Any advice? I'm almost afraid to go outside and do stuff in my yard because he ALWAYS seems to turn up and stare at me!

Do you have any idea how old this man is? I know I could be really wrong about this but... I wonder if he isn't someone who's lost his wife, and his kids live far away, so he's just lonely???????

Take Vino out with you
No, seriously, Tell him you're uncomforable with his presence and that you would appreciate him motoring on the other side of the street and if he gets grumpy about it, tall your landlord or the Home Owners Association about it

No, his wife is still there, and uh, they way he looks at me is not the kind of lonely I want to indulge

Well, I have been out with Vino before when he's scooted by and Vino basically went after the guy's dog . I have thought of just asking him when he stops to stare if I could help him with something
my other neighbor kinda had the same issues with him before she moved
I'm hardly home as it is, I'd like to at least be comfortable there when I am

maybe's he a little hard of sight

its ok- he just gives me that hair standing up on the back of neck feeling, ya know? I'm pretty sure I could out run the scooter if I had too, but...

I had a neighbor like that and I moved. I wish I would of been able to stay and live there but the creeps where awful..

He sounds like the proverbial "dirty old man." We have one living next door to us who likes to watch me and my downstairs neighbor cut the grass. Says he likes to "see women sweat." He's married, but his wife's not very nice to him and I get the impression he's lonely. Maybe that's the case with your creepy guy. You could just confront him and let him know that what he's doing bothers you. I've done that with my neighbor and, while I still find him a little creepy and strange, we actually get along pretty well and he doesn't bother me nearly as much.

I'm sorry but whenever my husband and I see one of those guys on a scooter crossing a major road, we will both bust out singing "Just some good 'ol boys" the soundtrack to Dukes of Hazzard... Don't ask my why but we do

its just so weird how he stops in front of house, but if I am out there, he doesn't say a word to me, just stares. I think he may have a touch of dementia or maybe even Alzheimer's too. The guy just creeps me out!

I'm not quite sure, I'm going to guess in his 70's but he looks older, I'd say something but I don't want to hurt his feelings cause he's never actually done anything
I just hate being stared at!
