When is it ok to......

Well my kittys are 3 weeks old, and they absolutely are hating their box! When is it ok to let them stay out of the box? And also, drink water? I have forgotten
I try and let them out 2-3 times a day to play, but when I put them back they cry and try and get out.

You can give them a more shallow box and a little more supervised freedom. We kept our barn kittens confined in the bathroom till they were about 2 months old before letting them really explore.

When I start weaning them, they get a bowl of water too - not milk. In fact if mom is still with them and nursing (at 4-5 weeks), the kits learned to drink water at an early age cause mom drank the water.

I've had 3-4 week old kittens drinking water with no problems.

If you can kitten proof a larger room and confine them in there, that would be optimum. At this age, they are needing to exercise those little developing muscles. They will begin to try and run, albeit clumsily, and chase each other around.

Yeah they are upstairs in my sons room(his closet) and I am thinking maybe of kitty proofing the closet so they can free roam in there. LOL-they are so cute and clumsy to watch, espically when they try and run
