well this is actually about my friends cat. he got fixed and declawed about a year or so ago and he was fine with going in the litter box up until then, then he just didnt like going in the box. he'll go every now and then in the box but other wise he pee's and poops all over the place and her mom cant take it anymore ( and honestly neither can i...) he has had this problen for about a year and she doesnt know what to do. he wont even let her put him in the litterbox to show him it is there... and he is like 3 years old so... what should she do? new litter?

He's not using the litterbox because he was declawed. It's very common for declawed cats to have litterbox problems as the declaw proceedure often makes their paws very painful, and digging through litter even more so.
Do a search for litterbox avoidance caused by declawing. I believe another user has used rabbit pellet food for litter successfully.
He will also need to be retrained to the litterbox as he now associates the litterbox with the pain in his claws and that's why he'll no longer use it.
You may also want to read this sites stance on declawing and educate your friend with the reality of the proceedure.
