What are soft claws made of?

Sorry,i just couldn't find or maybe didn't look well enough on the net,but is it some sort of latex or a special rubber,like the ones used to thermoisolate wires?

They used to be called one and now are called the other. I don't even remember which it is now, but apparently "soft paws." They're the same thing.
