Why can't I change anything?

I'm not sure if this belongs in the forum or not.
I am a newbie, I have 12 posts as of right now.
I thought when you passed 5 posts you were then able to change things on your user cp. I tried to change my avatar & sig. and I'm not able to. Then I tried to pm a moderator and it wouldn't let me do that either!
I did a search for rules for newbies but nothing came up regarding that exactly.
So can someone tell me when I will be able to get these special privileges?

you need to be a member for 24 hours before you are able to change things.

your profile says you joined on the 03-01-2006 ... maybe it took a while for your subscription to be activated if you joined on the 28th. Give it another 24 hours and if you still cant change things please let me know and I will get the admin to have a look into your status

you also cant have access to private messages because you are under 18 yrs..
