Black Cat Covered in White Paint

Hoping to find some suggestions from you. I'm at a rescue shelter and our animal control brought in a poor kitty covered in latex white paint. They think it was done deliberately, so a search is on for the offenders. I have managed to remove most of it......thanks to GOOP and then Dawn.....but her feet and tail areas seem to have almost "cemented" tightly....seems like the litter combined with the latex....so I plan on soaking her feet again in warm water with the GOOP....but wondered if there are any other good ideas out there. Thanks.....she's a loveydovey....thank goodness. Just purrs, and purrs and purrs!

People can be so cruel
As I'm quite sure she didn't do this to herself.

Sorry I don't have much by way of suggestions, but can her fur be shaven in the worst areas??

I did manage to clip out some by her tail....but the feet and back of legs are too close. Done the scissor, snip a bit at a time.....but it's not even possible to get through the "cemented" stuff to the skin!

I'm not positive but I think that keeping the feet wet (soaking) while trying to work the stuff out should help. Once it dries that's when it's like cement.

Oh poor cat! When I found Persil she was covered in black motor oil, and I soaked her in Dove shampoo, but it didn't dry solid the way paint does. Ther vet also used surgical alcohol to clean some of it off. Then I shampood her again, several times. Rather than scissors, maybe you should try a razor to gradually cut the matted fur away. It may make her look odd for a while, but it is better than having the paint on her. Is latex paint water soluble? I don't know if you dare try some white spirit diluted in soapy water. But I think that is toxic so it would need to be very well washed off. How can people do such things?
