My kitty (about a year old) sometimes makes a spraying motion (tail up and twittering), but he doesn't actually spray. He has been neutered.

Is this normal? Will he start really spraying at some point, or is this just a reflex kind of thing?

Thanks.

My cat does something that sounds similar but it's just part of his stretching or his moving around. Sometimes I think he does it just to be sure that his butt is placed in all it's glory in front of my face
.

Does your cat do this at a particular time (e.g., when he senses another cat is around)?

Unless your cat actually starts to spray, I wouldn't worry about it. Neutered male cats have a much lower spraying rate than whole cats. But, if the behavior bothers you, you can try to distract him when he does this tail twittering - maybe offer him some toys
. But, it sounds to me like just another funny kitty behavior.

One of my cats does this when she is very happy or excited. I call her my jiggly-tail kitty whenever she does this.
She usually does this at supper time and when I first get home from work, so I know she is happy when I see her tail jiggle!
