Questions from a new cat owner

Hi,
I am new to this site and I am hoping someone can answer my questions.
About 1.5 months ago I adopted a neutered male cat, (Felix), they figured he was around 3-4 years old. About three weeks later I adopted another male cat, (Rory), who is older around 6 or 7. At the time I adopted Rory they said they weren't sure if he had been neutered, but they suspected he was because his testicles were smaller than they normally would be for a male cat his size. They took him to the manager of the society, and she said that he was neutered. So I bring him home and intially there were a few little spats between the two cats, but nothing major. However, this last week I have been noticing that Rory is mounting Felix a lot, and biting him on the back of the neck. He chases him around the house, and Felix is hissing and meowing at him and running away. This happens about three times a day for around 5 minutes at a time. Other than that they seem to get along fine. They usually just ignore each other, although I have seen them sleeping on the same bed together occasionally, and I have also seen Rory grooming Felix.
So what do you think? Is this normal - the mounting and occasional fighting? I am starting to wonder if Rory is indeed neutered. Sorry for such a long first post, but I wanted to give as many details as possible.

Did you receive any paperwork that Rory had been neutered? If not, I would verify that he was neutered with your vet. As for his other behaviors...they are normal dominence behaviors...basically Rory is telling Felix that he is head honcho.
