She sneezes and licks herself too much, how do I make this easier on her?

Kanoe has a history of being sick. She had a bone infection when she was originally brought to the shelter and by the time I adopted her (three months later) she had an upper respiratory infection. In addition, she had a hernia from her spaying surgery. We went through three different antibotics to kick the infection and she had hernia surgery twice. (It's fixed now, thankfully) While she was in the shelter she also began licking her flanks until they were raw. We switched her food to Nutro and that seemed to help.

Recently, she started licking again. It seems the infection is flaring up again too. I've started her on codliver oil to try and supply any missing vitamins. All my research seems to indicate that cats lick in response to stress. Information I've found also says that cat infections never go away and run in cycles. She gets played with all the time and it's a very low-key home. I should add that she's an indoor kitty. She's playing well, and seems to be okay (aside from being a snot-rocket occasionally).

My question: Has anyone else had to deal with this and can they offer any other suggestions? I've already taken her to the vet several times. Can I do anything to help her heal faster and deal with the licking?

My Loki licked his flank because of problems with his anal glands.

They don't always scoot or lick their privates. I would have her checked.
