moderators will sometimes bump a thread that everyone needs to see in order to keep it at the top of the new posts.

Bumping a thread is updating it so it displays at the top of forum. The mods are the ones who should be doing this. The rest of us are discouraged from doing it.

Not necessarily enough replies. Rather the mods use it to remind us of important information - like when we did the forum upgrade.

Yes it is discouraged, and some "non mods" are actually members of the team and are allowed to bump their thread. This is an interactive forum, anytime you post to a thread, it puts it at the top of the heap. But just plain bumping alone (no other text is reserved for mods)

Sometimes, when a thread isn't getting any or many replies, the thread starter will "bump" the thread, to keep it from falling off of the board. This is discouraged, as it may cause threads that ARE of interest to fall of of the first page.

As was explained earlier, mods will bump an important announcement, in order to keep it prominently displayed.

I'm actually glad bumping is reserved for mods. I've been on other boards where members shamelessly bump their own threads as a matter of course. Those boards get boring after awhile. Here it's always fresh and entertaining.
