Maybe you could try calling some local vets to see if they know of a no kill rescue or shelter, or someone who would be willing to foster him.
Can you make him some kind of shelter outside while you look for a home or someone to take him? Even a cardboard box on its side with straw or foam pillows inside covered with a thick blanket or more straw and primed with cat food or treats would help him a lot.

Someone dropped a male cat off in my neighborhood but I cannot let him in because I am allergic and so is my daughter..in in desperate need of a home. It is freezing outside.
