Please Help, My Catt Wont Stop scratching his neck, Its Bleeding now

I came home from work today and noticed that my cats neck is scratched Raw and bleeding. He Scratches all the time with his hind paws, I surprise him whenever I catch him doing it, but I work long hours everyday and I cant get him most of the time, How do I stop him? It looks like hes going to burrow through his skin into his mouth soon. It looks painful, And I know he CANT enjoy it...why does he do it?
I'm worried about the poor guy, Hes my first Cat.

Have you flea treated him recently and if so with what?

No, I havent. I've had him for about 3 months now, Hes about 2 years old. Problem is he just started scratching...about 2 weeks ago...I was sortof exagerating before, He doesnt do it as often as I made it sound...Most of the time he just lounges. I noticed 3 days ago a scab of some sort on his neck. Then today the area was Raw, about a 1/2 inch in diameter, and the area around it has dried blood crusted in his fur. He scratches once or twice a day(About) is what I meant, This is the first time he has bled from it.

I dont think he has fleas, Ive seen catts with fleas, They scratch everywhere raw. He only scratches the bottom of his Jaw.
Why would he do that?

He might have feline acne- can you get him to a vet? That would be the best thing- and if he hasn't been safely treated for fleas, he has them- trust me.

alright, I've only had him for about 3 months, I dont know if His previous owners did or not. Although, I have No idea where one is located. and I hate to ask this but; how much do you think a Vist to the Vet would cost? His Previous owners said he had a checkup about 10 or so months before He came to join my family, So Its Due time I guess, a little over a year now.

Way overdue for a vet visit. Just a rule of thumb, any time you bring a new cat home, the new cat should go to the vet right away just as a standard thing. Don't trust a previous owner to tell you if there is a health issue ( why would you take the cat if you knew about health issues?) Take your cat in- hard to say the cost, because of not knowing if there is a health issue. If your cat has fleas, he also has tapeworm that is a given- i would also ask for a heart worm test (bloodtest) just to be safe.
