worried about Slinky

I think my poor little ropefish Slinky is sick. He's been swimming funny, sort of like he is having difficulty keeping right side up.
Being a ropefish (looks like a snake with fins), he tends to swim funny all the time... but I have a bad feeling about the way he's swimming now. I hope I'm wrong.

Poor fish. I don't know what to do.

Can you call the store where he was bought for advise?

He seems to be doing better. I feel pretty bad about it... by this weekend, the water in the fish tank looked dirty and then I noticed... the filter wasn't working!
I had a power failure a few days earlier and when the power came back on, the filter didn't start again. It's kind of fussy... I had to hit it a few times but now it's working again.
That could have been why Slinky wasn't feeling well.

I think he's better now but it's hard to tell. I just fed him a few pieces of tuna (his favorite! and the cats are so jealous!!). He hasn't eaten any of it but he is slowly looking for it.
