I'm dealing with two cats who are exhibiting the same behaviour though they are not related or are not in the same area.

Both are fixed.
One is a female who lives in the garden. She started out very anti-me but has recently started "kitty hugging" my feet and giving my toes a gentle nip every now and then...

What does this mean?

She won't let me pet her... but she seems very fond of my feet.

The other is a male kitten. He started out ok but then because i had to handle him he grew fairly agressive towards me. Then i decided i'd give hime more space and let him and his sister out into the rest of the house. They are fantastic with other cats. And his sister is a realy love bug. He has stopped hissing at me... and today when i went downstairs he did the foot hug and was brushing up against my feet a whole lot... he seemed quite pleased to see me. that was a bit of a surprise....

But what does it mean? Why do they like my feet but not my hands? and will this ever change???

May or may not change, depending on the cat.

Rubbing and hugging feet & legs are good signs of acceptance (even claim of ownership
).
My former feral Joji (been with me for about 10 years or so) is unwilling up to now to be carried and cuddled for more than 10 seconds.
But I take what I can.
