jerking paws/licking paws

Our Toby has always jerked his front paws whenever he is touched anywhere near his nose......and also, whenever he lays on the floor and rolls for a belly rub, when i start petting there, he starts licking his paws like crazy.
Is this normal behavior...or is he trying to tell me something...or something wrong with him?
Our other cat, Tedy, has just started the paw licking when his belly is being rubbed too....so is it something catching...or is he just mimicing Toby???
I don`t think it is a serious problem...and it is cute...but just wondering what in the world are they doing that for?
Do your cats do this???

I don't know about the jerking paws, but licking the paws during tummy rubs is most likely a behavior called "displacement grooming." When a cat gets too excited and doesn't know what to do about it, it will often groom itself to calm down. The cat's excited state is "displaced" into a grooming activity.
