hi i was just wondering if there is a certain point at which we can pick up and play with the kittens, not only because we want to but also because a girl came in our room and picked up one of the kittens. since then the mother has been moving them around the room. Is this because that girl picked them up?

More than likely yes, the mother wants her kittens safe and will probably move them now
I would suggest placing your mom cat and her kittens in a room away from traffic. Let the mom cat be the judge of when it is ok for you to pick up her kittens. Also, keep her food, water and litterbox closeby. If you need a low cost clinic for when it is time for mom to be spayed, there is a list below for Mass:
