How do I teach him not to bite, I've never had this problem...? Is it ok to 'time him out' in the other room?

I would also try redirecting his biting, by getting him a toy to bite when he does it, instead of your hands or feet. If you don't ever entice him with hands or feet, he should stop eventually.
If your teasing him with your hands i would stop, and invest in a " Cat Dancer" to keep him occupied and that should do the trick
