Introduction of new fosters to residents

So I've got some new fosters that moved in before my last remaining fosters moved out. These guys are about 6 weeks old, a littler of 6, and I've got 2 other fosters + my 3. Okay so here's my question... the babies are confined to a cage during the day while I'm at work until I feel that I can trust my resident cats with them. (Huge kitty condo, don't worry they have toys, litterbox, food, water and a bed
) When I'm home and can keep an eye on everyone, they get let out. Now my resident female cat is notorious for walking around grumbling at the new fosters for a couple of weeks, happens every time, but she has never tried to go after any new kittens. My resident male cat pretty much stays upstairs and ignores the hoopla. My newest addition is more like the female, growling and hissing, but not really doing much else. My concern is the other foster who is not segregated to a room by himself. Chester chases the other kittens and bats at them - too fast for me to tell if his claws are out or not, but the kittens don't cry or anything, so I don't think he's really hurting them. At what point should his behavior concern me? Maybe that's not the right word..... if he continues to bat at them, can I trust them out alone all day, or do I have to wait until he can be in the same room with them without hissing, batting and chasing?
