What does it mean when a cat's tail starts to vibrate?

I'm serious. Many a time I've seen cats kindof vibrate their tails. It's usually brief, and it's usually when the tail is vertical and with a slight curve at the tip. I've always wondered what that particular word of cat body language meant.

My girl does this a lot. It looks sorta like spraying, but nothing comes out. I've noticed that she usually wants my attention about something when she does it. or she has just woken up and "talks" the same distinct quick meow each time she does it. It seems to be some sort of greeting.
