Their # one concern should be getting to an official and getting out. This city is gone for at LEAST 5 years - probably more.
The reason I say what I do is this: I don't know if any of you heard of a big F5 tornado that hit IL in 1990...stayed on the ground for an astounding amount of time, completely took a string of towns down with it. COMPLETELY. My town was among them. My house was among them.
You speak of trying to keep order...in a situation like this...you have almost no hope for order. Looting was completely RAMPANT (although, I was only 5 at the time) and people were just taking what they could on their way to shelter.
I hope you never lose everything you have like my family did. Thankfully, we were both insured and had relatives to stay with. But when you have nothing, what are you left with? Your main concerns are life, food, shelter, money. They have a reason to want to make a buck...they're poor and the cost of insurance (insurance companies are some of the most evil businesses you will ever encounter) is too much. So what do they do? They seize the opportunity to Robin-Hood goods that would be destroyed anyway.
Am I saying this is right? No, I'm not. But the presence of authority shooitng everyone up over a relatively insignificant crime as far as crime goes because they can (and I'm going to play the race card here) and because class and race separate these people so much, it will cause the authority to probably be less than discriminatory when shooting and battering these people. And THAt is what will cause riots and rape and arson, NOT just looting shops to make a quick buck because you're now COMPLETELY destitute. People will rebel against authority figures preventing them from having what they need. That's also human nature. You shouldn't fight wrong with wrong and that's all martial law is. Violence will just breed more serious violence. Period. And that's why it won't work. That's why your suggestion that martial law will bring order is defunct. It's martial law that will breed rape and battery.
All I'm suggesting is that we put all of our man-power into doing things that absolutely need to be done to save lives. Shooting theives won't really help anyone, will it? We can get these people later. They have been warned. But you can't expect people not to panic and go all nutso when things like this happen.
The second law of thermodynamics states that systems with greater entropy are favored and continue towards greater entropy. Order doesn't come out of disorder as a law of physics. How can officals even begin to expect that everyone will be subordinate and fall into a clean little line and be completely obedient of whatever any person with a badge says? It's not only unrealistic, but it's impossible. Instead of making everyone panic and go MORE crazy, maybe we should try to maintain the surrent level of disorder, just as a matter of not making things go even farther south on us.
