cat meowing all night

I moved about a month and a half ago to another state with both of my cats. At our previous home, both cats went outside for at least several hours a day, and in the summer spent most of the night outside. Since the move to a living space where they can't go out at all, one cat has adjusted, while the other talks all night. We've tried the ignoring and letting him get used to it. But we haven't had a full night's sleep since we moved, and my fiance is ready to ask me to take the cats to my mom's house to stay there during the 2 years that we will be here in NC. I learned about a corrective device that can be used on dogs and cats, you press the remote towards the cat doing all the meowing and it emits a high pitched sound. The cat will associate his meowing with the high pitched sound and stop. Has anyone ever used something like this? I don't have a vet established yet here but I wanted to call one to see if this is a viable option. Any suggestions?

I would think that you have one cat that is easily affected by change, and another one that is not.

Have you thought about using the Bach Flower Remedies? You can have special formulas made up and put about 5 drops on your cat's tongue to soothe him.

But I wonder, if you have taken this cat to the vet recently to see if he is healthy? If he is affected by change (and many are) then they get stressed and stress causes illness. Sometimes, we can see the illness right away because of physical signs- diarrhea, vomiting, refusing food- but sometimes, the signs are subtle and this is what might be occurring here. Your cat could be ill, and simply trying to tell you this-

I would take the cat to the cat and rule out any health issues first before going forward with this.

Grisman (the chatty cat), has always been a talker. He's quiet during the daytime, and I think this is most likely boredom. He got used to spending the night outside, and now doesn't have that option but still sleeps all day only to be bored at night. The other option I was considering was spraying him with water when he meows at night, before I get into buying something high tech.
