Neighbor's Cats

I'm not sure where to post this, but my friend has 2 cats, but lately her neighbor's cats have been comming into her yard to poop. She is very frustrated because they also eat her cats food. She doesn't want to put her cats inside because they are have always been outside cats and are very content that way. What can she do to stop the other cats from comming over and using her yard as a toilet and eating her cats' food?

Does Kearney have animal control ordinances? Check into it and see if there's anything about cats. If you do, then you have some grounds for asking the neighbor to keep their cats out of your friend's yard. (That way it puts the burden of compliance on the neighbor.)
