Odd question

Ivory is nearly 6 months old and is completely unexpressive with her tail.
No breaks, no injuries, she has feeling in it, and she's capable of moving it.

I've never come across anything like this, in the past, all of my cats started using their tails to communicate at around 6-8 weeks.
Ivory doesn't at all.
Usually she just has it sort of trailing behind her, nearly dragging the floor, sometimes though it's up.
But no swishing or twitching or curling.

Has anyone else ever met a cat that simply didn't use it's tail to communicate?
Barring injuries of course.

There are 106 bones in a cat's tail. It is possible there has been an injury and the cat is incapable of freedom of movement.
