My Cat Does not Groom Himself

I just got a 4 month old Kitten from the animal shelter about a week ago. He does not groom himself. The only time i have ever seen him clean himself is his privates after using the litterbox. The shelter said he was a stray, and infested with flees when they found him. He does not have flea's anymore, and also got a clean bill of health from the vet. Is there anything that can be done or any advise. This is the first time I have seen this. Other than that, he is the most lovable and sweet little thing!!!

At 4 months, I wouldn't be too concerned as long as he's cleaning his private bits.
My boys weren't really into grooming themselves at all until they started losing their baby fur around 8-9 months old.

Kittens, especially boy kittens, seem to have much more important things to do with their waking hours
