Do people who do not meet the guidelines of the IMO forum have the ability to read the forum and just not reply, or can they not read it at all?

I'll answer. I see you've been a member for a while so undoubtedly have forgotten. Yes, they can see the forum and the threads. I remember desperately (not too long ago!) wanting to add something to a thread but not being allowed to at that time as I didn't have the time and posts in yet.

I didn't forget.. When I joined we didn't have that rule. It was added later on so it never affected me at all
