If he has just started this behaviour I would say it is not good - he must be irritayed or in pain.

I agree, if he has just started this, it probably means he's in pain or irritated there. Although I have a 15yr old cat that has always been very moody. When he was young I could only touch his back. If I touched his head he would hiss and bite. Then it changed, and I could only touch his head, he would bite and hiss if I touched his back. This has gone back and forth for years now, one month it's his head, the next month it's his back....it's like a PMS thing, LOL!

defiantly check if he is in pain first. if it is near the tail, this spot is very sensitive, especialy for some cats. they won't even tolerate being touched there.

Some questions to clarify:

a) How old is your kitty?

b) Where on the back do you touch him that he reacts like that?

c) Is this something he's always done, or is this more recent?

d) What's his general mood like when this occurs? Is he playing? Is he just hangin' out? Is he grooming? Is he eating/drinking?

e) Are there any other things that he does that seem unusual? Diaherria, etc.?

f) Have you noticed if this happens when it's been particularly hot around him that day? Or is this a daily occurance?

With the answers, I will be able to better understand the situation and be able to possibly be able to help ya out.

From other posts I've read I believe we are talking about an intact male 1 year old outdoor cat, so my guess is he may have been in a fight and be injured.
