I do believe it was an accident, in the sense that the police in question did believe he posed a danger. Whether the police procedures were correct is however another matter altogether.
Why did he run? I have two theories.
The police stated that he was on an expired visa and couple that with his father requiring money for treatment for cancer could explain his flight.
2) Fear and misunderstanding
He was chased by plain clothes police, so there is a possibility that he did not realise or believe they were police and ran. If someone in plain clothes pulled out a gun and started chasing you claiming he was the police, one may wonder is it true or is this merely a tactic to rob or kill. Or he may have thought the plain clothes police were terrorists trying to kill with guns. (Recall the attack in Egypt several years back where a bunch of people can in with guns and just started shooting at the tourists) Also he did grew up in the Rio slums, which is quite a violent place so his instinct upon seeing a drawn weapon could be to flee.

While not a 100% guarantee of getting the bad guys, most of the present terrorists, DO tend to look alike, at least culturally, and while there would still be some "slip through the cracks", locking up all those who LOOK like they might cause trouble might save some grief.
I cannot believe that at this day and age there are still people suggesting concentration camps as a solution to problems. Holding a person without trial is one thing but to suggest that an entire racial or religious group be locked up merely because they belong to that group is something altogether different. Such concentration camp suggestions betrays a sense of racism or religious intolerance, unless of course one was also of the opinion during the IRA troubles that all Catholics be locked up or in the US as a result of attacks on abortion clinics all Christians be locked up.
