a few weeks ago, i got a 1 year old bengal. he is a very loving cat, and because he is so sweet. my dad doesnt want to neuter him. he says that neutering can change his personality... is that true?

Neutering only improves the personality, because un-neutered cats will want to breed and can start spraying urine all over the house.
