Sounds like they need to call Furever Animals back. And my understanding is that it is better to spay and neuter, and keep the cats there. The stable colony won't allow new cats to come in and restart the population explosion.

If those people just want to live in a cat free zone, they may have trouble achieving that!

I hope if someone is there feeding these cats, that they will contact the Furever Animals group to help out again!

Sounds like those poor cats need help before someone starts taking matters into their own hands ( I shudder at the thought). Maybe Furrever Animals could try educating the tenants about having a feral cat colony in their area; there are benefits. Some people are so incredibly ignorant about cats!! Esp. to the benefits of rodent control, snake abatement, etc. When I've had a problem with stray cats pottying in my flower beds, I just set out a large plastic sandbox filled with unscented JonnyCat & they almost always use that instead. It sounds like some of the tenants do want to help.
