My Cat Doesn't Clean Herself

In reference to my previous post, I was wondering how you can get your cat to clean itself properly? My cat has a smelly bum and always has some litter stuck to her bum. It smells quite bad and is really annoying. Any tips?

None of my cats cleaned themselves really well until they were 12-15 weeks or so.
I always keep alchohol free, scent free, aloe free baby wipes on hand for dirty kitty behinds.

My one year old doesn't seem to clean himself. I would catch him cleaning his face, but not any full blown cat cleanings.
