If the mum will let you touch them, I'd say feel free. However, DO NOT pick them up, or take them away from the mother cat. They need time to 'bond' for awhile. I was always told that you can pet the babies, but no more than you have to. And feel free to check on them every now and then to make sure momma and babies are doing okay. Hope this helps!
PS-I'm no expert, I've just been raised on a farm, and all this stuff was learned, sometimes painfully!, by firsthand experience.

Depends on the cat. If she is your loving house cat and she is comfortable when you are around her then start out by lightly stroking her kittens. Don't be in a hurry to pick them up though, and be sure and wash your hands between each kitten you hold, just as a safe measure.

If the cat is a feral or stray, then wait until the kittens are at least two weeks old before picking them up, and never pick up a nursing kitten. Then start handling them gently keeping an eye on mom because when she strikes it will be quick.

Please, if you are not a qualified breeder, get your momcat spayed two weeks after her kittens are weaned. Kittens are cute indeed, but there are so many cute kittens in the world, please do not be the one responsible for bringing more in, in the future. Also keep the momcat and kittens inside. Mom will go into heat and want out soon.
