Advice please - neighbor's cat

Over the past week or so, I've noticed a beautiful tortie that lives in the apartment building next door outside a lot more than usual. She seems well fed and cared for but it concerns me that my neighbor lets her out when he's not home. The building he lives in is on the corner of a relatively busy street. I'm wondering if I should say anything to him about this. I don't know him beyond saying "Hi." I especially want to be sure she's been spayed. Any thoughts on how to approach this? I don't want it to seem like I'm interfering, but feel like I should do something for the cat's sake.

what makes you think she hasnt been spayed?

If she is (not 'seems') well cared for i would keep and eye on her but leave well alone. your neighbour is very unlikely to appreciate yor advice.

what exactly is your goal with this cat? do you hope to persuade her owner to keep her indoors or to alert him to the dangers of her being outside all day?

Not meaning to be rude with my questions but would be interested in knowing why you feel that you should speak to the owner

I think it's good that you have the cat's best interest at heart, but maybe you should get to know the man before jumping to any conclusions. There might be a very good reason why he has the cat outdoors, and maybe once you get to know him better at least ask him about spaying and such. Just try to sound friendly and polite and not accusatory, or it will definetly blow up in your face!

I honestly think it is great that you are concerned about this cat...if more people were concerned about whether a cat was spayed or not...perhaps we wouldn't have as great an overpopulation as we have. I would certainly approach him with your concerns...but do it in a very tactful way.

I think it is very sweet of you to be concerned about this cat. I am sure you can be diplomatic and feel out the situation in speaking to him. He is probably just a nice guy that does not realize the dangers. When I had Fred for the first few years, I had no idea how many cats could be produced by one pair, and that his health was in jeopardy by being not being neutered. When someone educated me, I started taking better care of him.

No problem about the questions. I appreciate the input. I'm just concerned about the cat's welfare given that she's roaming around outside near a busy street corner. She doesn't have a cat flap that I can tell. I have no way of knowing whether she's been spayed or not, but volunteering with a rescue group I've seen too many other young, female cats that haven't been fixed whose owners allow them outside and we end up with kittens. I'd just like to be sure.

My goal would just to be sure the cat is being cared for and maybe (tactfully)
educate her owner a little bit. I didn't see her outside last night or this morning, so I think I'll just keep an eye on the situation for now. Maybe the next time her owner is outside, I'll just strike up a casual conversation and see what I can find out that way.
