Why can't I post pics?

I was wondering why I cant post pics yet . I notice some members who have just joined have posted photos of their cats. It still says I can't post any attachments.

I post pics by using http://photobucket.com
Then you can upload the pics from your computer onto there. Then, copy the IMG tag and paste it in your posts.

Once you upload the pics from your computer, you will see them on photobucket. There are three boxes of html to choose from:
URL
TAG
IMG

Copy the IMG then in your text box on your post here paste it. Then, click preview and you should be able to see your pics!!

To clarify, there is a difference between uploading attachments and linking to photos stored elsewhere on the web.
