Babies were born thursday night at 1am but mommy still has no milk, babies are suckling but are starting to act funny(no meowing, not moving as much, basically just laying there.) When will her milk come in and should I step in?

Step in and do it now! www.kitten-rescue.com will guide you. Imperative these kittens get milk if you are sure they are not getting any from mom? Sometimes it is difficult for humans to squeeze milk from cat's teats though people do try. Is that how come you believe these kittens are not getting ANY milk from her?
