Let me know your thoughts about this particular letter. Unfortunately, animal welfare in this country isn't that strongly practiced as in other countries. And even some officials are the offenders! Let me know what we can do about this situation. Thanks!

Dear Sir/Madame:

I would like to bring to your attention the incident that occurred on the evening of 18 February 2005. I am a resident of (EDITED) at the address (EDITED). A week prior to the 18th of this month, one of my pet cats (a domestic breed) disappeared without a trace. My maid let him out of his cage for a while to clean it. The cat was walking along the common wall of our house and vanished without a trace or sound. Assuming he had just gone for a walk, I started to prepare the evening meal of my pets. When he failed to return for his dinner, I started to call him as loud as I could all around our house. I got no response. I continued to call him the whole night and the days that followed. I became alarmed and started to worry as he had just disappeared without a trace. A week passed and I never found my cat. Hoping he would just come back, I continued to pray for his safe return.


On the afternoon of the 18th, another pet cat happened to be sitting in the yard and once again disappeared at about the same time as my first cat. For the second time I was alarmed when he failed to respond to my call for his evening meal. Terribly worried, I started calling out loud to him all around my home. I have personally rescued these cats from this village, raised them from birth, and had them spayed and neutered. As household pets, they have become part of my family. I continuously called out to him, and upon hearing my voice, he responded by crying out to me. I recognized his voice and kept calling back to him to locate his position. I realized he was in a house (EDITED) at the back of our home. I walked to the house and inquired from the maid if she had seen my lost cat. I did not want to disturb the residents of the home, and asked her if I could take a look in their back yard. She did not respond but returned to the house to call her employer, Mr. X. I then asked him the same question regarding my cat. He proceeded to ask me several questions about my cat. Then he went on to say that he catches cats and throws them in the church and at the Jollibee restaurant. I was most alarmed to hear this and asked him if I could take a look in his back yard because I had recognized the voice of my cat in that area. He wanted to know the color and description of my cat. Then he took me to his back yard, and to my horror, I saw my cat locked up in a big cage. I told him that he was definitely the pet cat that I was looking for. Mr. X then replied three times that my cat was very strong and fierce. I became very suspicious with this remark because it implied that he had to struggle with the cat to catch it from the wall and place him in this big cage. Then he voiced his complaint of how he disliked the overpopulation of street cats, the noise they make when they fight, and how they chase the birds in the area. He also accused my cat of littering in his yard and destroying his plants. I replied that this was not possible since my cats are kept in an enclosed area and only walk in my yard and sit on the wall while the cages are being cleaned. I then picked up my cat and walked home.



Upon arriving at my house, I proceeded to the church and Jollibee to look for my missing cat. The cat was no where in sight and I returned to Mr. Xâ€[emoji]8482[/emoji]s house to ask exactly where he had thrown my cat. My brother accompanied me and politely asked why he was doing this to cats and where I could find my lost cat. Mr. X immediately shouted quite loudly that he did not give a “sh-t†about the cats, even threatening to slit their throats if he caught another one. He then walked towards us in a threatening manner. At this point we told him to calm down and stop shouting at us. We only wanted to ask him exactly where he had thrown my cat. We could smell alcohol on his breath as he was shouting so close to our faces, and we decided to leave in case he became violent. He held on to the door of our car so that we could not leave. My brother managed to close the door of the car, and this is when Mr. X suddenly picked up a big rock and glared at us. We went back to the church again to look for my cat.



In the meantime, Mr. X accompanied by two barangay security guards, came to our home and started shouting at our maids. We arrived at the house and found him outside our gate with the security guards. Once again he shouted really loud as we got out of the car. He came up to my face and shouted “I do not give a “sh-t†and there is no animal welfare in this country!†He then started cursing, telling us to get out of the village, get out of the country because we are not welcome here, and get rid of our pet dogs. His wife who was sitting in the car came down dressed in a bathrobe and also started shouting at me. At this point I decided to go into my house and let my brother deal with the situation as both Mr. and Mrs. X both smelled of alcohol and could possibly turn violent. Seeing that this man could go out of control, my brother shook his hand in a gesture of friendship and tried to calm him down as he had caused a noticeable commotion in the street. The guards were able to persuade him to go home, but he still shouted “Get out of this country, you are not welcome here.â€



The next morning we received a phone call from a woman who said she was Dra. X. She arrogantly asked to speak to my brother regarding the incident the previous night. After experiencing the rude and threatening behavior, we had no intention to speak with them, and preferred to let the barangay handle the situation. Their conduct was inexcusable in an upscale village like (EDITED). Mr. X called the barangay and when he was told that we were there, he immediately followed. We decided not to discuss the matter with him. He then approached us in a threatening manner and tried to confront us in full view of the security guards. At this point we decided togo home.



We are local born Indians who have been peacefully residing in (EDITED) for the past 20 plus years. I am also a member of CARA Phils., an animal welfare organization headed by (EDITED). The primary goal of our group is to control the population of cats and dogs by humanely spaying and neutering them. At the same time we try to find good and loving homes for the stray animals. If we are unable to rehome them, we release the fixed cats to where they were picked up, thus preventing overpopulation and helping out that community. Mr. X has violated both the animal rights and our property rights by forcibly taking my cats. At this point in time I am very alarmed and frightened for the safety of my family and pets, as well as the safety of the village animals.



I am bringing this incident to your attention to inform you of the cruel and unjustified behavior of Mr. X to my animals, and his inexcusable behavior as a neighbor. I look forward to hearing from you to learn what actions you will take regarding this situation.

I'm not an ACO, but I think that this is a good letter. Did it get "cc'd" to your equivalent of the district attorney, local newspaper, as well as the animal welfare group? If your neighbor does harm your animals, you might be able to sue him for monetary damages to your property, it doesn't help the cat after the fact, but if your neighbor knew this, he might be less likely to interfere with your cats. I will pray for protection for your cats and any others in the area, that they be kept safe from this man. The wife sounds mean, too, probably got that way just like a beaten dog turns mean; be careful, though, drunks can be dangerous!! Will your jurisdiction give your brother and you a protective (restraining) order? Please let us know what's going on with this situation! Susan
