Underage Permission Form Fax #

Hello all! I am new to this site and came here to talk about cats! Your site looks great! But my friend has pointed out to me that her son wants to go on this site (he is twelve and a half) and he cannot wait till he's thirteen. She asked me to ask you people if there is some number she could fax the form to. The place where it says "Fax this form to..." is blank. Any help would be greatly appriciated! Thank you all!

By the way, if this boy registers and then sends in his permission form by faxing it, how long do you think it will take before he is a member and is able to post? In other words, how long before someone looks it over and gives him full member status?

Yet another question. Will this boy be able to post before someone goes over the form? What can he do before someone looks it over?
