Playing or Mating?

Hello fellow cat lovers.. I recently adopted 2 kittens together, 1 male and 1 female! They both love playing chase and rough housing.. My question is how do you tell if they are mating or just rough housing? And how old are kittens when they are capable of reproducing? The animal shelter keeps postponing their spay and neuter because of their ringworm/respiratory infections. I love kittens but I dont want a litter of them!

kittens can be sexually mature by 6 months; some females will go into heat even earlier than that.

Congrats on your new babies! Mating behavior looks like this - male cat will be on top of female, with rear squatting down and tail up and/or twitching, and will be biting the scruff of her neck; then they will both be still for several seconds til the "party" begins, after which there will be no doubt as to what they're up to. If I were you I'd be nagging the shelter! They should be able to alter at least one of the kittens. Good luck!
