missing kitty pt 2

thanks to all who responded with goodadvice, Now I have a legal question. Laura is still missing but today I got an anonymous phone call that told me of a guy 2 streets over who is trapping cats. Now I don't know if he has my cat or not but if she was wearing her collar and her personnel id chip with my information on it and he fails to try to contact me or the animal shelter, do I have any legal recourse against him? I know there is a leash law but I have NEVER had anyone actually enforce it on cats.

Any advice would be helpful.

Joe,

I moved you here, as Mark would be the one most likely to know. If the man is trapping the cats, he is probably not going to be inclined to get them scanned and checked to see if they are microchipped.

If Texas deems cats and dogs personal property then its the same as if he had your television. You should be able to contact either the local animal control or sheriffs department. IF he has it and there is no id on it, get someone with a scanner and bring your registration information with you to prove its your property. Also, check the local shelters immediately
