Fixing the feral
From now on, if you feed feral cats, you'd better fix them, too. The council passed an ordinance requiring those who care for ferals to spay or neuter 90 percent of the cat colony within three months and 100 percent within five months.

Recommendation: Adopt second reading of an Ordinance amending Berkeley Municipal Code (BMC) Section 10.04.088 to require persons choosing to feed or shelter feral cats to work effectively toward spaying/neutering the entire colony, make documentation of spay/neuter procedures available to Animal Control every two weeks, and spay/neuter 90% of the colony within three months and 100% within five months.
