Fixing the feral
From now on, if you feed feral cats, you'd better fix them, too. The council passed an ordinance requiring those who care for ferals to spay or neuter 90 percent of the cat colony within three months and 100 percent within five months.

Recommendation: Adopt second reading of an Ordinance amending Berkeley Municipal Code (BMC) Section 10.04.088 to require persons choosing to feed or shelter feral cats to work effectively toward spaying/neutering the entire colony, make documentation of spay/neuter procedures available to Animal Control every two weeks, and spay/neuter 90% of the colony within three months and 100% within five months.

They didn't say what the "or else" would be. At least they are supporting spay/neuter instead of instantly euthanizing the ferals, but I sure want to see what the consequences to not meeting the quota will be.

So you see that Berkeley has been/is pro-TNR! They amended the existing feral cat ordinance to clarify the requirements for spay/neutering feral cats, giving time limits to do so. The ordinance change was endorsed by Berkeley's Fix Our Ferals. To see why it came about, here is the November news article:
