At least that's what my friends say...

I have making a compilation of shelters, rescue societies, humane societies and animal related laws in the various islands of the caribbean in order to publish it on the web as a website.

Obviously I started by PR which is the easiest to research.

The picture is grim (to say the least). Less than 10% of animals in Puerto Rico shelters are adopted, and there isn't a single no kill shelter in the entire island of 4 million people. State law requires that all municipalities run their own municipal shelter, but out of 78, only 6 comply. And the main animal cruelty law of PR (Law 67) puts as the maximum penalty (for pretty bad things) as 6 months in jail or US$500 fine...and it isn't even enforced.

Now, in the process, I have come in touch with several people across the island... among that, I've become acquainted with the president of the PR SPCA and such, but the most interesting thing is a TNR program a series of people have made in Old San Juan... Anyone who is familiar with the walled city will have seen the city is full of strays. The colonial district is a very colony in itself.

Well, that is what they did, they've turned the strays of Old San Juan into a big feral colony, with spay/neuter, and feeding them at certain points of the city, and those who they trap are vaccinated. Basically, the first and so far only TNR program in PR. And many of the non feral strays get homes.

Now... I had a talk with the lady that leads it, and I saw a bit of what they do... my heart went out to them so much, I ended up making a small donation (they sometimes have had financial problems due to the amount of cats) to them to their bank account (US $100)... I have almost two thousand dollars in my bank account (Not that I am wealthiest kid in town, but I save money a lot), so I did not mind on the amount... but this is the first time in my whole life that I've made such a thing. It left me like thinking... with the feeling on the gut. And my friends say I really need to have my head examined. I guess they are like that as I haven't got exactly a reputation of being soft hearted among them.

I really would love to help them out by volunteering, but I simply do not have the time and energy to go to SJ all the time... but I do hope that money helps them.

As the Vice Pres of a rescue organization, I definately can tell you that ANYTHING helps.

We love volunteers, and people that can help do things, but we also understand that not every person can help physically, or can dedicate the time to us. And the sad reality is that sometimes you can have all the volunteers in the world, rich in time not money, but without the funds to do anything.

Victor what you did, and the reasoning behind it are helpful. Anyone who tells you otherwise...maybe someday they will understand.

Just think of the things that this group will get to do with the money, and know that even if you aren't there helping them turn the money into something more, that you helped them have the ability to spend it.

You did a great thing.

I shall admit I have thought on that of what they will be able to do with that money (cat food in PR is very, very cheap).

I guess I will donate again in some time.

When I was visiting San Juan, my husband and I walked around the base of the old fort (I can't remember the name of it). It was a beautiful prominade...the fort walls to the left and the ocean to the right. Along the way we saw dozens of feral cats and kittens living in the boulders lining the ocean wall. I was wishing we had some food with us, but as we walked back, we found a lady with a hugs bag of food making her way down the prominade leaving piles of food for the cats. I instantly thought that the island needed to implement a good TNR program for all of these beautiful (but skinny) ferals. So, I am delighted that a program has been started. Do you know whether the cats at the fort are being trapped and neutered?

I know that place. That's the San Felipe del Morro fort. There is a walk where you walk between the walls of the fort and the boulders of the sea. Some time ago the U.S. National Park Service made that barrier to prevent erosion to the fort and the walls (before that the water reached directly the wall). I do remember seeing a few cats in that area.

I am not sure if they are doing the TNR in the area outside of the city walls, but I bet they are. I guess I will just ask them next time... many of the members live or work in the area, so I guess they already noticed on that.

Victor, what a great thing you did with that donation and please let us know when you have the web site up and running. Remember, helping out at a shelter doesn't always mean physical work or even you being there. Have you considered helping them out with computer work such as their flyers, newsletter, records etc. I know you said you don't have the time or energy but you don't have to do days and days worth of work. You could contribute even 2 hours of computer work and e-mail them everything.

Actually, Tanya, I have been thinking of that seriously. I guess I will call them to check out.

As for the website. I already have all of PR done, and the U.S. Virgin islands, I am working on the Dominican Republic and British Virgin Islands
