Unfortunately all too typical. I wonder, did the owners see the man do this to the cats? If not, it could have been a case where there wasn't enough proof to prosecute the man for the proper crimes.

I just hope that the neighbor has figured out a way to keep the cats safe from this horrible man!

This is allegedly a quote from the neighbor. I wonder how many times he had already spoken to the cat owner about the problems that the cats were causing him/his property ?

Doesn't excuse his acts, however there seems to be quite a few careless cat owners who think nothing of allowing their pets outside to spray, defecate and claw up others property who then are surprised that this sort of thing happens.
