Siamese genetic defects perhaps?

My sister needs help. She got a siamese kitten from a friend and the baby seems to have a real problem with it's face and we are thinking it may have some retardation. As far as appearances, it seems to have under developed top eyelids and it's fur gets on its eyeballs. Also what would be the black slit on it's eyes is round like a persons, very odd looking. It waves its head side to side like it is trying to focus on you when it is looking close at something or someone. The kitten is 7 weeks old I think, not positive. It runs oddly and is very unbalanced. There are many other things she does that I cannot come up with off the top of my head but if anyone can email me and let me know what they think or offer suggestions

Could very well be a neurologial birth defect - however the only thing to do in order to get straight answers - so you know what you are dealing with - is to take the kitten to a VET for a thourough once over.
